Q1: Drag images to iPhone but don't upload them to iCloud?
#iTunes I have found that some of the images in my iCloud are saved twice or uploaded. I'm currently in the process of deleting the duplicates in iCloud… That is very time-consuming.
A: If you basically just copy pictures to iPhone, you don't need the iCloud library. Deactivate.
